ACLU lawyers receive untold millions from taxpayers with every case they win. The current law allows them to collect fee's whenever they win a case. These fee's come from taxpayers. This actually encourages them to file as many suits they can in hopes that only a small percent actually pay off.
We need to stop this tactic and stop encouraging them to continue filing lawsuits over any pitiful little thing they can find. I'm not basing this off of religion, race or actual violations of civil liberties, but from the perspective that dangling a bag of gold in front of someone and telling them that if they do 10 sub-par cases and only win 1 they get the whole thing without incurring many actual risky costs to themselves.
This sort of incentive needs to stop.

Stop The ACLU
Despite the fact that a bill was introduced in Congress by Congressman Hostettler of Indiana in May of 2005, that would do precisely what the petition asks for, the rate of new signatures on the petition has waned to about 50 a week. We need to do better.
... Now that we have a bill filed in Congress that squarely addresses what I think of as the ACLU’s extortion racket with respect to attorney’s fees in their endless and destructive Establishment Clause lawsuits, and now that we have this growing and robust blog, let’s give it another try.
What do you say? Let’s double this thing, get to over 30,000 signatures, and then we can go to Congressman Hostettler with some real credibility.
