(Los Angeles) The Los Angeles Police Department claims that officers from neighboring communities are dumping their homeless people on the streets of downtown Los Angeles. LAPD officers believe that they have seen police cars from El Monte, El Segundo, Burbank, and Pasadena drop off intoxicated, drug-addicted, and homeless individuals from all over the county. Officials from other communities generally plead ignorance about the alleged practice. They admit that bum dumping was common years ago but the departments now strictly ban the act.
However, LAPD commander Capt. Andrew Smith said he and other officers have witnessed out-of-area police cars dumping people, often under the cover of darkness. Consequently, the LAPD has ordered its personnel to begin stopping out-of-area police cars seen dumping people.
Evidently, Los Angeles has only a finite amount of compassion available and the introduction of alien vagrants from other cities is intolerable. I wonder why the LAPD isn't happier with the arrival of alien homeless. After all, they represent more opportunities to experience the joy of giving.
