Bush told his constituents -- which all reside in Mexico -- not to worry, because actions he takes along the border will only be temporary. His exact words were regarding some piddly amount of National Guard troops he is expected to announce will be placed in administrative support along the Mexican border in tonight's address to America. I think Americans are smart enough to see through all of this though.
The fact that Bush would tell Mexico his plans before he even tells the American people just shows where his loyalty lies.
Why should he tell Mexico a damn thing anyway? Mexico has had troops along our border for a long time, as ineffective and corrupt as they are.
I'm guessing by temporary he means until the November elections at which time he hopes that Americans were stupid enough to buy his little head fake and elect in Republican "leaders" once again.

President Bush assured Mexican President Vicente Fox on Sunday he did not intend to militarize their countries' mutual border, but was considering sending National Guard troops there to temporarily support border control efforts.
"The president made clear that the United States considers Mexico a friend and that what is being considered is not militarization of the border, but support of border patrol capabilities on a temporary basis by National Guard personnel," White House spokeswoman Maria Tamburri said, describing a telephone conversation between Bush and his Mexican counterpart.
