Jake has the whole story since he attended the city council meeting in Carpentersville, IL. Basically the city council decided to try and appease both sides by instead of passing an English as the Official Language ordinance, they switched it to a non-binding resolution and passed it.
So in the end you have the city council saying "yeah that's a good idea, but we're a bunch of pussies unwilling to actually pass it". Their paychecks should have been tied to how much money they could save the community they represent because maybe then they'd be willing to pass an ordinance that would save the city tons of money in not having to duplicate official documents in every language imaginable.
Jake has the rundown on the dumbasses who showed up opposing the ordinance and their arguments including one that I found hilarious. He quoted "E Pluribus Unum" in one of his speeches. Now doesn't saying "out of many one" when you are discussing trading in many languages for one unified language, that of English, when arguing against passing this ordinance make you look like a total idiot? I think so.

Jake made a good point about the idiots carrying signs like this and I had the same thoughts. How is it segregation to want people to speak the same language? Segregation is wanting to keep things separate, like for instance continuing along the lines of keeping people in their own language community by not passing an English only ordinance to bring people together. And what's racist about a language that people of every race on earth speak?
